 In the customizer, if you create a new menu it will not be available in
 the custom menu widget until you save the menu. A nice enhancement would
 be to allow you to assign newly created menus here.

 Steps to reproduce:
 1. Create a new menu in the Customizer
 2. DON'T Save & Publish
 3. Navigate to Widgets in Customizer
 4. Add a Custom Menu widget
 5. Dropdown for menu selection will not include the new menu
