 When testing this, think of the toolbar as a flowbar. The toolbar is about
 enabling the most important flows. My most important flows through the
 toolbar are:

 * Creating posts.
 * Editing existing posts.
 * Customizing my site.
 * Getting from the back-end to the front-end and vice-versa. Front-to-
 back-to-front flow is important to the create, edit, and customize flows.

 Other important flows to test are updating core, plugins, and themes, and
 logging out.

 Any toolbar change is a big deal. This is lots of toolbar change. We need
 before and after visual records on make/flow across the usual array of
 screen sizes (desktop, tablet, phablet, phone). Taking screenshots as we
 develop and posting visual records to make/flow should become reflex.
