#32710: Customizer Menus: improve the "no results found" message

New users often try to create menus ''before'' they create content. To
help them out, let's add a notice if they do a search and it returns no
results and in menu item areas that have no published content.

Here's how it currently looks if no search results are found:

 ^Tested with WP 4.3-alpha-32629 and [https://github.com/voldemortensen
 /menu-customizer Menu Customizer] plugin 0.4 (51d2682) with Firefox 38.0.1
 on Mac OSX 10.10.3.^

Example scenario where someone has added content but it's all unpublished
drafts or set as private: [https://cloudup.com/ccLNkn67wOB 31s]

And here's one where someone is a new user and hasn't added any content at
 all yet: [https://cloudup.com/cDA6AGINlRX 57s]

 Current:

 > No results found.

 Proposed:

 > No results found.
 >
 > You must create and publish content before you can add it as a menu
item, or you can add a link to an external site by clicking on Links
 below.
