#32638: Add hovertext option to link tool in the visual editor

Ticket [ticket:28206] describes a process by which the link editor was
 stripped of the hovertext field.

Hovertext is a very useful part of the internet, something anyone putting
data on the internet should learn to use. One of the best examples is
XKCD, but it is also considered by web spiders and is a nice way to insert
 parenthetic comments about a link.

I don't think functionality should be removed to dumb down the interface
for inexperienced users. It is better to layer the interface if necessary
or add some simple illustration (as crudely attached) to teach the less
experienced users about the feature so that they become more expert.
Removing the feature penalizes experienced users immediately and penalizes
 inexperienced users over time.

The level of discourse reaching through an interface simply cannot be
limited to that which would be suitable for a sandbox.
