 The other issue here though is that we're quickly reverting to the pre-MP6
 problem of having 50 shades of gray in the Customizer, especially if we
 have to re-introduce gray hover/focus styles. We should probably move this
 discussion to #29158 and reopen it, handling finding something other than
 the blue to use there as well as addressing the focus styling. This ticket
 is focused more on the physical separation of navigation from
 tools/content, and while we've made a lot of progress with helping to
 address the related design issues, it sounds like the current solution of
 introducing the blue isn't working.
