 Steps to reproduce:

 1. Create a new menu in customizer
 2. Save and Publish
 3. Navigate to Menu Locations
 4. Opening <select> shows duplicate

 The duplicate item in menu location <select> has a temp id, so most likely
 not being correctly replaced on save.
