 I ported [attachment:32678.5.diff] to plugin form and pushed it to
 https://github.com/helenhousandi/wp-toolbar-experiments. It needs some CSS
 cleanup still but is almost ready for testing and further iterations.
 Let's focus development on GitHub/with the plugin for now, then bring it
 back to this ticket once we're happy with the result. If someone could set
 the plugin up on .org & beta plugins list, and get the auto-sync from
 GitHub going there, that would be great for facilitating testing.

 If we start working on this again now, we should be able to get it ready
 for 4.4.
