Comment:

 With regards to the privacy issue, there's now a plugin to use locally
 hosted emoji images, instead of from the w.org CDN:

 https://wordpress.org/plugins/wp-local-emoji/

 While I appreciate that not everyone agrees with the decision to include
 emoji support in core, we don't intend to remove it or provide UI disable
 it. Instead, I recommend you use the various plugins linked to in this
 ticket to disable it or alter the behaviour to your liking.
