 I'm not sure that moving post formats functionality into a plugin would
 make things better. Support for post formats is entirely dependent on post
 formats being supported by the active theme in use, so it's up to theme
 authors how post formats are handled. If they aren't supported by a theme,
 then the current UI for post formats is hidden.

 If the goal here is standardization around post format handling,
 determining where the feature exists won't really change anything. What
 would make this better for everyone is a proper UI in the back-end for
 them that would force theme authors to obey back-end standardization with
 front-end styling.
