 I'm definitely +1 to author education, fixing up the Codex and having
 Theme Check look for it. There's no excuse for new themes not to include
 it, and that's a good thing.

 But it still doesn't change the status quo of existing themes in the wild
 that aren't likely to be updated. WP core shouldn't start amending
 existing output (so new pagination functions don't count here) with
 enhanced accessibility content, just because an instance of WP had a core
 update.

 So what do you suggest to specifically address this segment of sites, if
 WP core is going to be adding more screen-reader-text content?
