 Yep, the only thing is that you still have to change each user's role to
 something else and then back in order to update the actual user_level
 field in the database, if they were assigned that role before you added
 the level_1 cap. (tested a few minute ago on 4.1) So the workaround itself
 is pretty obscure, and the caveat for the workaround is even more obscure.
