Comment:

 I believe this is a regression introduced by [30102] in #28580. Now that
 we only POST settings to the Customizer preview if they have actually been
 changes in them (if they're dirty), the preview filter needs to be updated
 to use the setting's default value if the option/theme_mod doesn't already
 exist.
