 I went ahead and created a new patch that only fires the add_wp_error hook
 when WP_DEBUG is defined and true to minimize some of the noise and DOS
 attach concerns.

 While this isn't a logger, I still think this is a valid approach for
 developers to be able to get at WP_Error objects.
