Comment:

 Six years later and it still is not possible to load the database config
 settings without loading the entire WP installation?? That's ridiculous!!
 I need to be able to do that so I can push session data into the database
 during oAuth operations on hosting systems that disallow session variables
 and cookies, WPEngine in particular. Requiring users to mess with core WP
 files is a lazy and unacceptable solution.
