 According to the docs
 [http://codex.wordpress.org/Roles_and_Capabilities#activate_plugins], the
 user must be able to {{{activate_plugins}}} in order to gain access to the
 plugins panel and so, this is expected behaviour, IMHO. I just checked -
 if {{{activate_plugins}}} is disabled, plugins tab is not accessible and
 outputs an error message.
