 Replying to [comment:15 ipm-frommen]:
 Non-link lins `href="#"` should not be used for accessibility and
 semantics reasons, that's why the previous patch uses a `<button>`. There
 are plans to remove all non-links from all the admin, see #26504 and I
 would recommend to don't introduce new ones.
