 Oh, and to confirm: if I change the default character set of my
 `wordpress_unit_tests` database to `utf8mb4` ...
 `tests/phpunit/tests/dbdelta.php` winds up with:

 {{{
 FAILURES!
 Tests: 9, Assertions: 11, Failures: 7.
 }}}

 which matches the test results you observed.
