 If menus and widgets both used the same convention, it may be easier to
 understand how they work. Ie, if you need to assign both to
 areas/locations when switching themes, that may make it easier to
 understand how that process works. However, it does add complexity to the
 user experience in cases where automatic assignment can fully work. I
 wonder if we can make this change but also do a better job of
 automatically assigning both menus and widgets to areas when switching
 themes? This is probably easier to understand than the idea of inactive
 (or trashed) widgets when switching themes.
