#35170: Default color scheme in Customizer for Twenty Sixteen does not change
background colour

When first switching to Twenty Sixteen, the default Background Color and
Page Background Color are white, when looking at the 'Colors' panel in the
Customizer. When you change the Base Color Scheme from 'Default' to any
other colour, the various colour fields in the Customizer panel will
update according to the scheme. However, when you change back to the
'Default' scheme, the Background Colour doesn't change back to white.
Instead, it changes to #1a1a1a (which is a very dark grey).

Here's a gif showing what happens:

What should happen instead is that the background colour should change
back to white, which was the initial default colour.
