 This is actually how WordPress works out of the box.

 The ?p- URL resolves first and if you have pretty permalinks enabled, the
 page gets ''rewritten'' to the pretty permalink URL via the equivalent of
 a redirect. Seeing the "short URL" on a slow connection is simply exposing
 this behavior in your browser — usually the URL being rewritten happens so
 fast that you don't see it.
