 See #24766 for some background. In the login screen, there are a couple of
 title attributes:

 [[Image(https://cldup.com/H3JcnVjb6Q.png)]]

 They serve no useful purpose and add noise for screen reader users.

 Also, discussed a bit with the Italian polyglots team, they're difficult
 to translate. While in English there's (maybe?) a subtle irony in a
 sentence like "Password Lost and Found", the current Italian translation
 is "Ufficio oggetti smarriti - Password" which sounds a bit weird. I guess
 it's not so easy to translate the tone of this sentence in other languages
 too.

 I'm not opposed to a bit of irony and in core there are some examples of
 irony I appreciate ("Slow down cowboy ... ") :) but in this case I'd
 propose to just remove these 2 title attributes.
