 .org/API side, without a new header. We shouldn't let you install a plugin
 on an older version of WordPress that isn't listed as compatible with the
 plugin. I don't think we should block the plugin if we're on a more recent
 version of WP than "tested up to", but "Requires at Least" seems like
 something we could *possibly* enforce in a slightly stronger manner than
 we do now.
