 For posterity: This ticket was forked from #23880.

 - I tend to agree with @alexander.rohmann and @stracker.phil. I think we
 should work toward one day only supporting active PHP versions.
 - But we have to keep in mind that isn't as simple as telling a user
 "upgrade your PHP!". It's hosts we're dealing with, not WordPress site
 admins. Users don't know how to update their PHP, so it comes down to
 hosts forcing an update on them, which is a sticky situation.
 - [https://core.trac.wordpress.org/ticket/23880#comment:54 I'd advocate
 that we aim to accomplish that by the EOL of PHP 5.6], which is 2 years
 away. That should give plenty of time for hosts to upgrade, or have some
 kind of plan in place if they don't.
