#33381: Strategize the updating of minimum PHP version.

I'd like to formally petition for the drafting of a strategy and timeline
of when WordPress might be updated to a supported minimum PHP version.

This is something that's been discussed to death in the community, but
little concrete information or answers seem to be available. I couldn't
find a trac ticket, so my apologies if this is a duplicate.

 It is my view that:

 1. PHP EOL should not be open to interpretation.
 2. While other parties may continue to provide LTS for EOL PHP versions,
this does not make it the responsibility of WordPress. We depend on PHP
itself, not a hybrid or undead version of it.
 3. WordPress should move towards an official statement that a supported
version of PHP is a requirement. (As in it must be on this page:
 http://php.net/supported-versions.php)
 4. Failing to comply with PHP EOL is a disrespect to the fine folks making
PHP who are working hard to release updates in a manner that is
 sustainable longterm for everyone.

Hopefully, we can all agree that this is just a matter of "when" and not
"if". I'd really like to see that "when" put on the calendar. I'd imagine
it would be years down the road, but at least we can have that to look
 forward to.

I know that we're still waiting for version numbers to decrease. By now
I'd argue that no change will happen until WordPress necessitates it.
Considering how far past EOL we've become, is that not reasonable?

 Thanks.
