 Here's the plugin I was working on: https://github.com/devinsays/fallback-
 languages.

 I got busy and never quite finished it, but the idea was that you could
 choose specific fallback locales to use. If none of those locales are
 available, you can also choose to fallback to the first locale found that
 matches the language. I'll finish that up when I have a free weekend and
 maybe see if @Kau-Boy wants to merge.
