 @p_enrique I can totally understand, that you dislike the fact, that a
 locale `es` should be taken for all country specific variants. But even
 doing this would not be enough. Think about a country such as `ug_CN`
 (Uighur - China). The best fallback in this case might be `zh_CN`
 (Simplified Chinese).

 So simply takting the first part of a locale and falling back to any
 language starting with the same part, might not be enough.

 I agree that it would be nice if the functionality of my plugin would
 enter core (sooner or later) and the user can define his prefered
 fallback. Although automatically picking a fallback, as the patch to this
 ticket proposes, would not solve the problem for all combinations.
