 If somebody has the ability to edit their wp-config.php, they are already
 a little past the point of needing/using an in-browser editor. Per the
 ticket description:

 > As a person who began tinkering with her WordPress site via the theme
 and plugin file editors, I am not keen to get rid of them entirely.

 "Entirely" could also be "by default". This has been discussed in other
 venues a number of times - I don't see us disabling/removing them by
 default.
