Comment:

 I think this is actually a good idea, and it was just
 [https://irclogs.wordpress.org/chanlog.php?channel=wordpress-
 dev&day=2014-09-29&sort=asc#m930235 mentioned] in the IRC meeting on WCEU
 2014 contributor day.

 Should be doable now that `WPLANG` is deprecated and the language can be
 chosen in the admin.
