Comment:

 This is most likely a code issue with your environment (from a particular
 theme or plugin or something weird happening with the server). I've seen
 instances where something causes a 500 server error in the Customizer
 preview, causing it to fail to load, but that doesn't affect the front-end
 or the admin because the bad code only runs in the Customizer preview.

 If this is a core issue it's probably the same one as in #22037, which has
 more technical details, so let's consolidate the discussion there.
