 Yes, we should be able to move them into core.

 I've just investigated your changes in
 http://i18n.trac.wordpress.org/changeset/23690, and I think
 [attachment:29553.patch] should handle them. This would be consistent with
 what we do elsewhere (use Tahoma for RTL in general and Arial for Hebrew).
