 There is a function `list_translation_updates()` which is called in `wp-
 admin/update-core.php`, but without any available action? There is only
 `core_upgrade_preamble` action, but this is bellow all updates. There
 should be any action to allow similar behaviour as it works for themes and
 plugins? Should I reopen or create new ticket? Or is there any other way?
