 When the [inline documentation standards] were adopted in fall 2013, it
 was decided that further use of the `@uses` tag in inline docs would be
 stopped. As we've worked our way through core to cleanup existing inline
 docs, we've removed `@uses` tags along the way.

 The attached patch removes most erroneous usages of `@uses` tags in core
 inline documentation. Some tags remain in the source, and will shortly be
 converted to `@global` or `@see` as applicable.
