 The good new is recent css changes have made the overall admin look far
 better with the minimum font size setting at 24px;

 Here is the result of applying [attachment:12825.diff], mostly what
 changes is the button heights and dropdowns:

 I left out changing the heights for the admin bar - because its
 abosolutely positioned, the content expects a specific height. (I did
 change the min-height for the admin menu dropdowns). Here is what happens:
