Comment:

 PHP safe mode was deprecated in PHP 5.3 and removed completely in PHP 5.4.
 We haven't had all too many reports over the years, but that isn't
 surprising. Safe mode is dangerous to use for many reasons. One of the
 core principles of WordPress is design for the majority, and it's safe to
 say an incredibly vast majority of hosts do not support safe_mode being on
 anymore. Closing as wontfix.
