 I'd love to see more traction on this for 4.1? More than happy to
 contribute towards getting patches written up once some more direction is
 decided on.

 I like where @sc0ttkclark is going but I wonder if it's too much. I don't
 personally see a real need for complete UI support for custom comment
 types yet. If a plugin wants to register and display custom comment types,
 the display can be left up to them. Just being able to register a comment
 type and query it (and exclude it from normal queries) would be more than
 sufficient for most cases.
