 I haven't yet been able to think of another type of theme support relevant
 to accessibility that would have this impact; I considered ARIA landmark
 roles, but that's rarely going to be relevant to any core functionality.

 I think that this should go in, so that we can start work on the widget
 and other replacement features, as well as integrate this support into
 bundled themes.
