 30450.2.patch tweaks 30450.patch:
 - Reuse the Alt+Shift+W shortcut for new DFW.
 - Bind/unbind it to the Text editor only when editor scrolling is enabled.
 The shortcut works only while either the Visual or the Test editor is
 focused.
 - Some small cleanups.
