 Using the help docs tab at Dashboard -> Updates:


 Overview Current:
 {{{On this screen, you can update to the latest version of WordPress, as
 well as update your themes and plugins from the WordPress.org
 repositories.}}}

 Overview Proposed:
 {{{On this screen, you can update to the latest version of WordPress, as
 well as update your themes, plugins and translations from the
 WordPress.org repositories.}}}

 Patch attached adds the same check used for the 'How to update' section of
 the same help docs ([https://core.trac.wordpress.org/browser/trunk/src/wp-
 admin/update-core.php#L477 src]) and only displays the new string if the
 locale is not `en_US`.
