 Been testing different things on and off for the last two weeks.
 Implementing all of the above points is a big UX/UI change at the most
 used screen in WordPress. Thinking best would be to move this to 4.0 when
 some UX testing can be done and functionality changed depending on the
 results.

 For 3.9 perhaps we should significantly reduce the threshold for
 throttling of wheel/touchpad scrolling when the editor is focused. Or
 remove it completely.
