 Just had a chance to preview. I also agree with all of avryl's points.

 Nope — it makes it consistent with the media modal. The same styling
 (removing the border) should be applied to the TinyMCE help modal as well.
 Any modal that contains tabs should not have an extra border between the
 tabs and the title.
