 I'm not in favor of this idea.  It did cross my mind in the past as a
 method of keeping users editing just their child theme.  However, I think
 this is a bad path to go down.  Whether we like it or not, users should
 have the freedom to activate and edit their themes, even those meant
 specifically for use as a parent theme and parent theme only.

 If the theme isn't meant to be activated, maybe the structure of it should
 be rethought.  Is this something that should be a theme?  Maybe it's
 better as a plugin?
