 Texturize text filter formats differently various quotes in greek text and
 in english text also.

 Correct examples given in the Codex are:

 "quoted text" becomes “quoted text”
 'quoted text' becomes ’quoted text’

 BUT, look at the below screenshots to see the difference in formatting the
 same double quotes:
