 Editor scrolling:
 - Improve TinyMCE resizing when a floated block is at the end of the
 content.
 - Improve setting the padding/margin under the toolbar on loading.
 - Add custom event on TinyMCE resizing and use it to adjust the pinning
 (if needed).
