 I don't think we need another capability for this.

 I'd suggest taking a look at the
 [http://developer.wordpress.org/reference/hooks/map_meta_cap/
 map_meta_cap] filter for granting `publish_posts` in the case where
 they're set to private, as that seems to be the ultimate goal of your
 suggestion.
