 Nice, but I still do not understand localization workflow. WordPress 4.0
 will be released and translation will not be ready. So users will receive
 3.9 localization? And when 4.0 localization is ready, there will be some
 automatic language update? And how can translators mark translation as
 complete to allow distribution?
