 [attachment:27406.scroll-position-fixes.diff] fixes vertical positioning
 issues when entering a panel from a scroll position other than the top in
 the top-level Customizer controls.

 These accordion.js patches may or may not conflict with each other all
 over the place, I haven't checked. They're probably all equal priority,
 and are all necessary, though they each address different issues.
