 Above is an early and incomplete update to the HTML.  It uses radios and
 labels that each have unique classes (currently based on the language, but
 it could be based on something else from the API) so that they can be
 styled differently if need be.

 It's missing (at least) a few things:

 - The fieldset isn't styled based on focus.
 - The fieldset doesn't properly scroll when navigating via the keyboard
 - The continue input needs a label. We may want to consider actual text
 here rather than the »
