Comment:

 I like this. Possibly with the word "Default" next to the term name in the
 list table (the way Sticky shows in the posts list table) and another row
 action to "Set as Default". Probably needs some thought about the
 individual edit term screen.

 I would then add 3. Remove from Settings -> Writing.
