Comment:

 Perhaps the work around adding image editing to the media modal in 3.9
 could be extended to fix this too. This bug has been around for far too
 long, and blocks #25571.

 We should use the media modal for the entire upload process so that users
 can select existing images from the media library or upload a new file,
 before moving to a crop step, along the same lines as #21483.
