Comment:

 This has been a problem since 2.7 for any plugins that used a protocol-
 relative URL in their readme's (not even sure if they could do so though),
 although it was made worse in 4.0 when we started using Relative URL's in
 the API response. Additionally, windows systems are more likely to cause
 this warning due to the file-paths on such systems, and `//hostname/`
 being a valid local-path.

 I'm going with my above patch, with the knowledge that it should be made a
 more generalised function in the future (ie. not WP_HTTP namespaced).
